  Article 4The competent departments of disease prevention and control at all levels are responsible for establishing and improving the working system and mechanism of risk assessment, and are responsible for the organization and coordination, business management, supervision and inspection, and information bulletin and release of risk assessment.

  Article 5Departments in charge of disease prevention and control at all levels should establish and improve the multi-sectoral risk assessment and consultation mechanism with health, agriculture and rural areas, forestry and grassland, education, customs, transportation, market management, meteorology and other departments, share the multi-channel monitoring information of infectious diseases on a regular basis, and timely communicate and solve the problems existing in the risk assessment of infectious diseases.

  Article 6The national and provincial departments in charge of disease prevention and control should set up a risk assessment expert group composed of experts in preventive medicine, clinical medicine, basic medicine, biosafety, emergency management, communication, information science, economics, statistics, meteorology, veterinary medicine and other disciplines and professional directions, and be entrusted by the departments in charge of disease prevention and control to carry out risk assessment on specific infectious diseases that may lead to major public health risks, or to demonstrate the risk assessment results put forward by the disease prevention and control institutions at the same level. Conditional municipal and county-level disease prevention and control departments can refer to the establishment of a risk assessment expert group at the same level.

  Article 7Disease prevention and control institutions at all levels shall be responsible for the risk assessment of infectious diseases within their respective jurisdictions, and set up or designate special departments to specifically organize and implement the risk assessment of infectious diseases. Carry out health risk warning and health education according to the evaluation results. Under the organization of the competent department of disease prevention and control, support and cooperate with the risk assessment expert group at the same level to carry out the risk assessment of major infectious diseases.

  Article 8The risk assessment of infectious diseases can be divided into daily risk assessment and thematic risk assessment.

  Daily risk assessment refers to the comprehensive analysis of multi-channel information such as routine monitoring, departmental and international notification, active retrieval of open source information, etc., to identify and evaluate the possible risks of infectious diseases within the jurisdiction, and to put forward suggestions for preventing and resolving risks.

  Thematic risk assessment is an assessment of specific infectious diseases that may lead to major public health risks according to the suggestions of daily risk assessment and work needs; Or an assessment of the epidemic situation of infectious diseases in a specific period and region; Or the risk assessment of infectious diseases that may occur in large-scale activities, as well as secondary and derivative natural disasters and accidents.

  Article 9Disease prevention and control institutions at all levels should regularly carry out daily risk assessment. National and provincial disease prevention and control institutions conduct daily risk assessment once a week, and municipal and county disease prevention and control institutions conduct daily risk assessment once a month. The frequency of daily risk assessment can be dynamically adjusted according to the epidemic situation and work needs.

  Article 10When abnormal situations are found in routine monitoring or daily risk assessment, local disease prevention and control institutions should carry out special risk assessment. These situations include the following:

  (a) the discovery of new acute infectious diseases, Class A or legal infectious diseases managed according to Class A;

  (2) Infectious diseases that have occurred abroad and have not yet occurred in China are imported into China and spread locally;

  (three) the common epidemic pattern of infectious diseases has changed significantly, the incidence or mortality rate has increased abnormally or the regional distribution has expanded significantly;

  (four) found a group of unexplained diseases, or 2 or more cases of serious illness and death;

  (five) detection found that new pathogens or important pathogens appear drug resistance, immune escape, increased pathogenicity;

  (six) the loss of highly pathogenic pathogens;

  (seven) other circumstances that need to carry out special risk assessment.

  Entrusted by the competent department of disease prevention and control at the same level, the expert group can also carry out special risk assessment on the above situations. If the epidemic situation of infectious diseases spreads across regions, the higher-level disease prevention and control institutions should carry out special risk assessment. The national disease prevention and control institutions shall carry out special risk assessment for foreign epidemics that may threaten the public health safety in China, seriously endanger the health of overseas citizens or require emergency health assistance in China. When necessary, the relevant provinces or cities should also organize special risk assessment.

  Article 11The risk assessment of infectious diseases can adopt qualitative research methods such as Delphi method, expert interview, risk matrix and quantitative analysis methods such as infectious disease transmission dynamic model, time series model and fault tree analysis.

  Article 12Disease prevention and control institutions at all levels are responsible for writing the daily risk assessment report on the epidemic situation of infectious diseases in their respective jurisdictions, and submitting it to the competent department of disease prevention and control at the same level and the higher-level disease prevention and control institutions.

  The daily risk assessment report shall include the general situation of phased epidemic situation, risk judgment and risk management suggestions.

  Article 13Disease prevention and control institutions or expert groups undertaking the task of risk assessment of infectious diseases are responsible for writing special risk assessment reports and submitting them to the competent departments of disease prevention and control that designate or entrust them to carry out special risk assessment.

  The special risk assessment report shall include the assessment background, risk issues, assessment methods, risk identification, risk analysis and basis, risk assessment, uncertainty of assessment, risk management suggestions, and the list of experts participating in the assessment.

  Article 14Disease prevention and control institutions at all levels can issue health risk warnings to the society according to the monitoring information of infectious diseases and the risk assessment results of infectious diseases, and put forward early warning decisions and emergency response suggestions to the competent departments of disease prevention and control at the same level.

  When necessary, the competent department of disease prevention and control shall organize an expert group to demonstrate the risk assessment results, or carry out further risk assessment, and report the assessment results to the government at the same level and the competent department of disease prevention and control at a higher level according to the assessment risk level, and notify the relevant regions, departments and relevant medical and health institutions.

  Departments in charge of disease prevention and control at all levels and relevant medical and health institutions should strengthen risk management such as risk communication, risk early warning, risk control and evaluation feedback according to the results of risk assessment.

  Article 15National and provincial departments in charge of disease prevention and control should support disease prevention and control institutions, relevant universities and scientific research institutes to carry out research and development on risk assessment methods, intelligent assessment tools and evaluation effects.

  Article 16Departments in charge of disease prevention and control at all levels and disease prevention and control institutions shall provide necessary personnel, funds, information and technology for the risk assessment of infectious diseases. Organize risk assessment business training, strengthen the training of risk assessment professionals, cultivate high-level talents for risk assessment, and encourage the establishment of chief experts for risk assessment of infectious diseases.

  Article 17These Measures shall be interpreted by the National Bureau of Disease Control and shall come into force as of the date of issuance.
