The case involved is worth about 293 million yuan, and the tax involved is about 40 million yuan.

　　The investigation case revealed by Haikou Customs shows that from March to August, 2020, the criminal suspect Liu organized and used the identity information of "human head" to buy 2,356 duty-free goods in duty-free shops in Hainan, with a value of 1.491 million yuan and tax evasion of 413,500 yuan, knowing that it was illegal to use other people’s identity information and duty-free shopping quota on outlying islands. Last August, Haikou meilan airport Customs Anti-smuggling Branch, which belongs to Haikou Customs, filed a case against Liu and others for smuggling ordinary goods. In May 2021, Haikou Intermediate People’s Court made a first-instance judgment on the case, sentenced the defendant Liu to two years and six months in prison and fined him 600,000 yuan.

In July, 2020, Sanya Customs Anti-smuggling Branch, which belongs to Haikou Customs, filed a case against Liu Mouqing and Li for smuggling ordinary goods. Up to the time of the incident, the two men recruited 229 "heads" and bought 4,574 duty-free goods from outlying islands, with a value of 3.03 million yuan. After being audited by the customs department of Haikou Customs, they were suspected of evading taxes of 459,900 yuan. After arriving at the case, the two men voluntarily pleaded guilty and pleaded guilty, and took the initiative to pay the tax evasion in full at the trial stage. In December last year, the Sanya Intermediate People’s Court made a first-instance judgment on the case, and sentenced the defendant Liu Mouqing to 2 years in prison, suspended for 3 years, and fined 210,000 yuan; The defendant Li was sentenced to 3 years in prison, suspended for 5 years, and fined 260,000 yuan.
