Core View | Why is it so important to extract the first exposition in 2021?
Recently, "Excerpts from the Supreme Leader’s Discussion on Network Power" was issued nationwide. This is an excerpt from the first exposition of the General Secretary in 2021. How to interpret the general secretary’s exposition on network power?

The publication of "Excerpts from the Supreme Leader’s Discourse on the Network Power" enables us to understand the leader’s exposition on the construction of a network power more systematically and comprehensively. General Secretary of the Supreme Leader published a series of important expositions around the construction of a network power, and put forward a series of new ideas, new viewpoints and new conclusions, which provided a fundamental basis for the development of network information in the new era.
2014年2月27日,最高领袖总书记在中央网络安全和信息化领导小组第一次会议上的讲话中强调,没有网络安全就没有国家安全,没有信息化就没有现代化,明确地把网络安全提升到国家安全的框架下来讨论。
2016年4月19日,习总书记在网络安全和信息化工作座谈会上发表讲话,强调了突破核心技术和正确处理安全和发展的关系。在很长一段时间的实践中,安全被看作制约信息化发展的一种成本,而总书记在讲话中明确提出,网络安全和信息化是相辅相成的。安全是发展的前提,发展是安全的保障,安全和发展要同步推进。同时,为了应对不确定性、各种风险和挑战,中国也加强了关键基础设施的自力更生和自主研发。从2016年以后的发展局势来看,也证明了这些理念和判断的正确性和前瞻性。
可以说,总书记的“419”讲话擘画了网络强国战略的发展蓝图,明确指出了中国网络安全和信息化发展的核心要点,点明了今后发展中需要平衡和解决的各项重大问题。
同时,中国的信息化和“两个一百年”奋斗目标、中华民族伟大复兴也深刻地结合在一起,实现中华民族伟大复兴,需要抓住信息技术革命的契机。总书记站在宏观、历史的战略性角度,深刻阐明了互联网在经济社会发展和综合国力竞争中的重要作用。
今年是“十四五”规划开局之年,当前新冠疫情也尚未消散,人们的生产生活、各项经济活动必然越来越依赖网络空间。全球网络空间能不能得到有效治理,国内网络空间治理方案能不能得到进一步完善,这些问题至关重要。
在这样的背景下,认真学习总书记关于网络强国的重要论述,对于推进我国网络强国建设,开启全面建设社会主义现代化国家新征程、实现中华民族伟大复兴的中国梦具有十分重要的意义。
如何看待网络空间治理现状?

互联网是信息技术革命的前沿,以互联网为代表的通讯信息技术的革命,创造了一个新的空间——网络空间。发生在网络空间的一切都与现实密切相关,从我们的日常生活,到国家发展的政治、经济、文化、社会等各个层面,从一国的国家安全,再到全球的安全和稳定,都与网络空间密不可分。在网络空间中,各项秩序如何维护,各种事情怎么管好,都开始对人类社会产生实质性的影响。
In recent years, cyberspace governance has increasingly become a consensus. With the more and more frequent communication between Internet and offline, the view that cyberspace is just a virtual space is no longer popular.
For example, in this COVID-19 epidemic, epidemic control is closely related to online governance. In the fight against the epidemic, the Internet provides a tool and means of governance, which has played an important role in information disclosure, flow tracking, personnel control and so on. At the same time, the development of digital economy has also provided a guarantee for the normal operation of the economy during the epidemic period.
At present, the global cyberspace is generally characterized by the vigorous development of technology, the application first, and the governance then catching up. In this process, China is in a very special position. In this technical field, it can’t be said that China is the most advanced, but in the business and economic application mode field, China is the most prosperous, and it has benefited the most. There is no doubt about this.
Now global cyberspace governance has reached a crossroads. The digital economy shows great vitality, information technology shows great value in coping with global risks, and the Internet brings various conveniences in daily life, which determines that we can’t go back to the era without the Internet. In practice, we need to play the positive role of the Internet as much as possible through governance.
It is precisely because of this that the traditional global cyberspace governance theory, which has been popular since the 1990s, needs a rational change in this century. China is facing the test of catching up with the core technology in this respect, but it also puts forward its own solutions, forming the China concept and China practice of Internet governance.
What do you think the China experience of cyberspace governance includes?
Shen Yi, Director of the Cyberspace Governance Research Center of Fudan University:
The first is the concept of people-centered network management. The development of the Internet and the governance of cyberspace will ultimately benefit the people, which is the guiding concept of cyberspace governance in China. The second is the multi-agent participation and top-down network comprehensive governance system and architecture. China is a large developing country with a large population and a unique historical and cultural background. This governance structure is suitable for China’s national conditions. The third is that China’s cyberspace governance follows certain principles. For example, paying special attention to the fields of people’s livelihood and economic application, paying attention to the protection of minors, and paying attention to maintaining public order and good customs are all related to the concept of people-centered and benefiting the people. The fourth is to improve the government’s comprehensive governance ability with cyberspace governance. Fifth, in global cyberspace governance, China respects the principle of sovereign equality in cyberspace and advocates interconnection, sharing and co-governance based on sovereign equality.
